That’s right, you read it correctly. You can finally make withdrawal from paypal if your countries were previously blocked by paypal.

Though my country (Singapore) is not in the list of paypal’s blocked countries, I do have friends who stay in those countries. I can understand the frustration and the amount of time and effort that they go about in getting around the problem. Unfortunately, as for those remaining blocked countries…,
such as Nigeria. Hopefully, paypal will unblock the rest of the countries as time goes by.
As for why it remains block, it could be due to their high fraud rate from that particular country…
